請教一下 應該是公共財的問題 - 經濟

我不知道你為什麼會覺得這題在討論公共財，題幹完全沒有提到關於 rivalry 和
excludability 的內容啊？

題幹的資訊只有：
1. 使用公路的價格固定為 0。
2. 下午五點時，公路空間的需求量大於供給量。
題目則要你解釋 carpooling 和 building more freeway 如何能消除 shortage。

Carpooling 使公路空間的需求減少，building more freeway 則使供給增加，在固定價格
之下，兩者都會使 shortage 減少。
