邁向2050淨零碳排,2024年起,我國將首度開徵碳費,雖然碳費、費率、徵收對象尚未不
明確,但建築業已感受到將來碳費勢必層層轉嫁到營建成本、甚至房價上,成為人人聞碳
色變的「驚碳號」;有業者直言,2024年更大條的房市利空才要出現,碳費開課後,房價
勢必被轉嫁。

台北市不動產開發商業同業公會理事長陳勝宏指出,全球2050淨零碳排時代來臨,未來碳
費開徵後,建商勢必面臨來自中下游建材產業的營建成本攀升壓力,這些成本,勢必再轉
嫁到房價上;預期房價要下來,是不可能的事。不過,政府不應把房價上漲跟炒作畫上等
號,建議政府應以容積獎勵及稅賦減免等政策,鼓勵在ESG及節能上達永續指標的建商。

昌益建設總經理、新竹市不動產開發公會理事長朱彥龍直言,2022年4月行政院通過「氣
候變遷因應法」草案,擬實行開徵碳費,預計2024年上路,目前雖然碳費、費率、徵收對
象尚未不明確,可是建築業已經普遍面臨「碳焦慮」,人人聞碳色變,因為光是1噸鋼鐵
,以每噸二氧化碳2,500元來推估,就要5,000元,目前每公噸行情約2.2~2.3萬元,相當
於增加2成的成本。

朱彥龍表示,在成本被層層堆疊後,未來低房價時代不再,碳費開徵後,水泥和鋼鐵、石
化等碳排大戶首先被課徵,營建業再被轉嫁,成本將最終勢必反應在房價上,預期2024年
,更大條的房市利空,才要出現。現在建商只能作兩件事,第一是降低耗能,第二是儘量
設計規畫綠建築。
