去年中國地方政府發生嚴重的融資問題,且情況要比大多數經濟學家想像的糟糕許多。中
國審計署最新報告顯示,地方政府透過虛假出售土地及其它國有資產的方式,來虛增收入
。這報告代表,即使已有的官方數據表明,去年的土地銷售和地方政府收入急劇下降,而
真實情況比官方公布的還要更惡劣。
根據《大紀元時報》今(28)日的報導,中國審計署 6 月 26 日發布了《關於 2022 年
度中央預算執行和其它財政收支的審計工作報告》。根據該報告,70 個地區通過虛構土
地交易、「自買自賣」國有資產等方式,虛增財政收入 861.3 億人民幣(約 3,699 億台
幣),其中 67.5% 發生在縣級。
土地銷售過去一直是中國地方政府的主要收入來源,通常地方政府收入中,土地銷售有關
的收入占 30% 以上。在 2019 年至 2021 年期間,該份額約為 40%。近兩年來,中央打
壓房地產開發商,造成了席捲全國的房地產危機。中國財政部數據指出,2022 年地方政
府土地相關總收入同比下降 23%(這一數據包括虛構交易),主要原因是土地銷售下降。
另外過去 3 年中,中國極端的「清零政策」掏空了地方財政,政府債台高築,面臨違約
風險。中國地方政府年度預算報告指出,中國各省份 2022 年至少花費了 3,520 億元人
民幣(約 1 兆 5,135 億台幣)在疫情防控方面。更糟的是,中央為刺激經濟而實施減稅
政策,使地方政府財政收入減少。
審計署的新報告還揭示了違規新增隱性債務。審計發現,49 個地區通過國有企業墊資建
設、承諾兜底回購等方式,違規新增隱性債務 415.16 億人民幣(約 1,783 億台幣)。
對此高盛集團估計,中國地方政府債務總額約為 23 兆美元(約 714 兆台幣),這一數
字包括各省市設立的數千家金融公司的隱性借款。
研究機構策緯諮詢(Trivium China)的分析師孫文燁(Wenye Sun)認為,地方政府債務
是國民經濟的一個大麻煩,存在真正的風險,即更多低級別政府將出現債務違約。在最惡
劣的情況下,會引發一場金融危機。
