為什麼正式案很多都是在最後一天申請呢

有沒有人知道 為什麼相當多美國申請案 都會拖到臨時申請案後一年的最後一天(剛好滿一年) 才申請正式案呢? 有少數因此超過一年了(比例我不知道) 是因為案子太多來不及處理而延遲到最後一天呢 還是有其他原因呢 - ...
