當地時間2018年12月1日，川普、習近平展開舉世矚目的中美談判。

談了約兩個半小時後公布結果。

中國大陸由新華社發布：美國不再增加新關稅。

大陸網民普遍視為好消息。

新華社並未透露，中國付出什麼代價換取美國的這個讓步。

新華社全文如下：

當地時間12月1日晚，國家主席習近平與美國總統特朗普在阿根廷布宜諾斯艾利斯舉行會
晤。

會晤後，中方經貿團隊相關負責人對記者表示，兩國元首討論了中美經貿問題並達成了共
識。

兩國元首積極評價雙方經貿團隊近期進行的積極有效的磋商。

雙方認為，健康穩定的中美經貿關係符合兩國和全世界的共同利益。

雙方決定，停止升級關稅等貿易限制措施，包括不再提高現有針對對方的關稅稅率，及不
對其他商品出台新的加征關稅措施。

雙方同意，本著相互尊重、平等互利的精神，立即著手解決彼此關切問題。

中方將按照中國共產黨十九大的要求，進一步采取措施深化改革、擴大開放。在此過程中
，美方關注的一些經貿問題會得到解決。同時，美方也將積極解決中方關注的經貿問題。

兩國元首指示雙方經貿團隊加緊磋商，達成協議，取消今年以來加征的關稅，推動雙邊經
貿關係盡快回到正常軌道，實現雙贏。

中國要支付的代價，白宮發布的聲明給出了答案：

中國將購買大量的美國農產品，並承諾立即就技術轉讓、知識產權保護等重大議題，與美
國展開談判。

美國將提供90天的觀察期，屆時如雙方無法達成協議，原訂10%的關稅將提高至25%。

習近平將批准此前駁回的高通-恩智浦半導體（NXP）交易。

The President of the United States, DonaldJ. Trump, and President Xi Jinping
of China, have just concluded what both havesaid was a 「highly successful
meeting」 between themselves and their most seniorrepresentatives in Buenos
Aires, Argentina.

美國總統唐納德·J·特朗普和中國國家主席習近平都聲稱，剛剛結束的在阿根廷布宜諾
斯艾利斯舉行的最高級別代表的會談是「非常成功的會談」。

Very importantly, President Xi, in awonderful humanitarian gesture, has
agreed to designate Fentanyl as aControlled Substance, meaning that people
selling Fentanyl to the United Stateswill be subject to China』s maximum
penalty under the law.

非常重要的是，習主席以一種極好的人道主義姿態，同意指定芬太尼為受管制物質，這意
味著凡向美國銷售芬太尼的人將受到中國法律規定的最高處罰。

On Trade, President Trump has agreed thaton January 1, 2019, he will leave
the tariffs on $200 billion worth of productat the 10% rate, and not raise it
to 25% at this time. China will agree topurchase a not yet agreed upon, but
very substantial, amount of agricultural,energy, industrial, and other
product from the United States to reduce thetrade imbalance between our two
countries. China has agreed to start purchasingagricultural product from our
farmers immediately.

在貿易問題上，特朗普總統已經同意，2019年1月1日開始，他將對價值2000億美元的產品
保留10%的關稅，而不是將關稅提高到25%。

中國將同意從美國購買尚未商定但數量非常大的農業、能源、工業和其他產品，以減少我

President Trump and President Xi haveagreed to immediately begin negotiations
on structural changes with respect toforced technology transfer, intellectual
property protection, non-tariffbarriers, cyber intrusions and cyber theft,
services and agriculture. Bothparties agree that they will endeavor to have
this transaction completed withinthe next 90 days. If at the end of this
period of time, the parties are unableto reach an agreement, the 10% tariffs
will be raised to 25%.

特朗普總統和習近平主席同意立即就強制技術轉讓、知識產權保護、非關稅壁壘、網路入
侵和網路盜竊、服務和農業等領域的結構性改革展開談判。

雙方同意努力在未來90天內完成交易。

如果在此期間結束，雙方無法達成協議，10%的關稅將提高到25%。

It was also agreed that great progress hasbeen made with respect to North
Korea and that President Trump, together withPresident Xi, will strive, along
with Chairman Kim Jong Un, to see a nuclearfree Korean Peninsula. President
Trump expressed his friendship and respect forChairman Kim.

各方還一致認為，在朝鮮問題上已經取得了很大進展，特朗普總統將與習近平主席一道，
與金正恩主席一起，努力實現朝鮮半島無核化。特朗普總統表達了他對金主席的友誼和尊
重。

President Xi also stated that he is open toapproving the previously
unapproved Qualcomm-NXP deal should it again bepresented to him.

習主席還表示，如果之前未獲批准的高通-恩智浦半導體（NXP）交易再次提交給他，他願
意批准。

President Trump stated: 「This was anamazing and productive meeting with
unlimited possibilities for both the UnitedStates and China. It is my great
honor to be working with President Xi.」
