台灣央行 6 月中旬將召開第二季理監事會議,外界預測再度升息並再推選擇性信用管制
新措施,對此鄉林 (5531-TW) 集團董事長、商總主席賴正鎰指出,房市第二季交易幾乎
靜止,倘若央行再升息及提高個人信用管制,央行此舉豈非是要銀行「雨天收傘」,建議
政府應先穩住經濟。
賴正鎰指出,新冠疫情造成全球海運,貨櫃塞港,嚴重影響經濟景氣已是第三年,國內民
生原物料及民生用品價格、石油天然氣等能源愈來愈貴,通膨壓力如影隨形,疫情重創餐
飲、旅行、交通等服務業,原物料食材,油品及麵粉也大漲,業者苦不堪言。
行政院主計總處近日發布經濟預測,大幅下修今年經濟成長率到 3.91%,同時調升消費者
物價上漲率(CPI)預測值 2.67%。
賴正鎰表示,同樣受疫情與物價影響的產業,還包括營造建設業,政府一年來持續五波打
炒房,加上土地與營造建材成本大漲,房地產第二季急速降溫,土地買賣交易大幅減少,
建商推案量大減,接待中心也門可羅雀,沒有來人就沒有成交。
財政部上月 26 日也宣佈,2021 年 7 月 1 日後的紅單轉讓,都要納入房地合一 2.0,
最高課徵 45% 稅率,交易人須在今年 6 月底前自動申報補繳稅,否則會被追稅受罰。賴
正鎰認為,房產業界都不認同投機炒房風氣,對政府抑制投機客炒作預售屋紅單的政策,
舉雙手贊成也全面支持,可不讓投資客轉單。
但賴正鎰強調,房市降溫,固然與疫情、原物料上漲因素有很大關係,但禁止紅單交易,
甚至準備禁止預售屋轉約,絕對是關鍵點,政府溯及既往的作法,讓人覺得趕盡殺絕,間
接影響到首購族與換屋族的購屋意願,令人無所適從,也使預售市場秩序大亂。
賴正鎰認為,房地合一 2.0 對預售屋及新成屋五年內交易轉讓,並課徵 45% 資本利得稅
,以重稅調控房地產的手法已夠用,若還要全面禁止預售轉讓,等於是干涉人民居住與買
賣自由,現在財政部又要追繳去年紅單交易稅,形同是最後的殺手鐧,毫不手軟。
賴正鎰表示,目前全球 10 國央行輪番升息,俄烏戰爭未歇、國際油價持續高檔,以及缺
糧危機等步步逼近,如何穩住經濟才是首要工作,建議政府不要再祭出選擇性信用管制,
用成數或年限來箝制人民貸款需求,不要再無限上綱,且增加的持有成本,可能會轉移到
租屋者身上,政府更應深思。
鄉林不動產研究室也指出,受益者付費及漲價歸公本來就是天經地義的道理,房地合一稅
實施 6 年來,稅收貢獻極大,用於住宅政策及長期照顧服務,房地產業貢獻之多。
財政部統計,去年全台個人繳納房地合一稅總計 245.67 億元,較前年的 119.09 億元,
年增 106.3%,創新高;而今年前 4 個月,全台個人繳納房地合一稅累計 104.48 億元,
較去年前 4 月的 53.55 億元,年增率也達 105.2%。
