受到疫情衝擊,去年上半年貨物及貨櫃運輸大減,各國仰賴庫存,航運業者也降低造櫃等
資本支出,同時減少航班數量;歐美供應鏈自下半年起陸續回補庫存,民眾因疫情宅在家
中,帶動防疫物資、健身器材和居家生活及辦公用品等需求成長。
不過,疫情導致碼頭工人人力銳減,船隻無法入港,只能在港口周遭等著卸貨,塞港問題
嚴峻,當卸除貨物成難題,貨櫃周轉率大幅下降。環環相扣下,市場嚴重失衡,運價飆上
新高。
根據上海航交所公告,上海出口集裝箱運價指數8日來到2870.34點,較12月31日上漲87.3
1點。運價部分,歐洲20呎貨櫃達4452美元,上漲361美元、8.8%,地中海20呎貨櫃至4298
美元,小漲12美元。美西每40呎貨櫃為4019美元、微幅調漲1元,美東至4750美元,漲21
美元。
許多仰賴海運運輸的企業很有感,汽車零配件大廠東陽指出,由於船班及貨櫃短缺影響,
還有近300個貨櫃的訂單等待出貨。
台塑與台化 (1326) 也受高運價所苦,台塑指出,運費自去年第4季以來大漲,目前至東
南亞國家運費每噸上漲30至40美元,到美國、印度、孟加拉及澳洲運費每噸上漲超過100
美元,艙位供應緊張,恐影響台塑銷售量及交期。
台化則說,由於接單較早及籌備船艙、貨櫃,預測今年1月營收將小幅低於去年12月。此
外,缺艙、缺櫃及運費飆漲等問題能否有效紓緩,將是影響台化首季營運的關鍵因素之一
。
紡織相關公會已發聲請政府抑制貨櫃船運費飆漲,避免短期內出口成本大幅增加。紡織業
者指出,疫情衝擊漸散,景氣回溫,但仍得咬牙面對匯損與高運價。其中,運價已拖累獲
利,且有時即便運費加價,也未必有艙位能「登船」。
即便業者積極造櫃,缺櫃問題恐難解。陽明經理杜書勤指出,相較去年年初,小櫃價格約
1800美元至2000美元,但年底時價格已翻漲,超過3000美元。即便首季招標下訂,恐要等
到4月才能交貨;不過隨時序將進入中國農曆新年,歐美碼頭有望利用這段期間紓解空櫃。
貨攬業者認為,海運市場供需失衡,問題並非一朝一夕可解決,許多企業短期仍得面臨運
價上揚、艙位緊張。
展望後市,陽明認為,農曆年前仍呈現量價齊揚,且由於第一季需求暢旺,可望帶動上調
歐美長線第2季長約換約價格。
