請教房租報稅問題 - 稅務

這是朋友遇到的例子,想請教各位 。
就是說 朋友租約四月到期,跟房東表明要續約。房東表示因為房客可以將租屋支出拿去
報稅,所以要漲房租。雖然朋友已經表明不會報稅 所以希望房租不漲價。但房東認為沒
有任何的方法可以證明朋友真的不會報稅,所以要漲價,免得事後有爭議。後來朋友覺得
如果房租漲的浮度可以藉由報稅相抵,那也不是說不能接受。
但是,原本房租20000,房東說因為他適用稅率是30%,所以要漲到24000,才能cover。
可是朋友上網查自己報稅最多也只能申報12萬,換算自己適用的稅率(12%)那也只能扣1
4400,那不就等於房東多漲了4000-(14400/12)=2800。可是房東是說因為他適用稅率是
30%,非得這樣漲才行。
朋友想問,我朋友或房東的算法對嗎?(因為他本來是想說雖然漲房租,但可以報稅,房
租漲幅可以用報稅抵銷,但這樣看起來,房東漲太多了)。
有其他兩全其美的方式嗎?或者有什麼有效力不違法的協議證明朋友不報稅讓房東安心?
(朋友是不太想搬家,因為住的習慣了)
