被渣打銀行這樣扣款合理嗎 ? - 銀行

我有一筆定存200000萬的南非幣要從渣打轉入彰銀，
因為媽媽的朋友在那裡當理專，今天去辦理解約轉帳，
首先，櫃台和我收了手續費和電報費，總共約700元台幣左右，
想說和我之前轉澳幣的金額差不多，沒想到今天彰銀來電通知，
我的南非幣被扣款713南非幣，相當於1800元台幣，請問專家這是合理的嗎 ?
我確定彰銀沒有跟我收任何手續費，全是渣打銀行一方在收款，合理嗎。
若不合理，該如何處裡。
