中華郵政握有將近7.2兆元的郵政資金,在整體高達1200~1500億元的部位池當中就有3成
比重布局金融股。為了保住公股在彰銀的經營權,蔡政府找來滿手銀彈的「綠巨人」,在
過去一年內猛買彰銀股票,持股比率一口氣增加至6%,一舉躍居為彰銀第三大股東。但至
今恐怕仍套在高點。
砸350億,七大行庫、台酒、郵局、國發基金全成了彰銀大股東
三年一度的彰化銀行經營權之爭即將在6月19日登場,今年蔡政府為了搶下經營權更是卯足
全力,發動公股銀行全力加碼護盤。除此之外,更是請來台灣菸酒公司以及由交通部所管
轄的中華郵政大舉吃下彰銀持股比例,讓前十大主要股東排名出現大洗牌。
攤開彰銀揭露的年報顯示,最新的前十大持股已有的明顯變化,包括第一銀行、兆豐銀行
、合庫金、華南銀行等公股行庫已經擠進十大股東助陣財政部,而台銀、土銀、中小企銀
持股則分別上升至1.2%,至於財政部管轄的台灣菸酒也進場持有2.32%,成為第七大股東
。
除此之外,令人驚訝的是國發基金也持有2.75%,甚至就連交通部旗下的中華郵政也加碼
買進持股,從去年原本持股的1.73%,短短一年內已增加至6%,一舉躍升第三大持股。
若以彰銀過去一年的平均價格約21.32元來看,換算下來,中華郵政這一年來大約砸下將近
90億元買進彰銀股票。
國發基金大買彰銀是要賺股息?
翻開國發基金成立宗旨寫著:國發基金為設立目的旨在加速產業創新加值,促進經濟轉型
及國家發展,為協助我國產業創新加值、研究發展及自創品牌,經由投融資方式或協助中
央各目的事業主管機關辦理有關計畫以完成「產業創新條例」第 30 條所定用途。
到底以產業創新為宗旨的國發基金花了40多億元、買了27萬多張彰銀,只是為了當財政部
側翼、協助搶下彰銀經營權?還是要推動金融創新?還是想每年領股息?國發會應該對外
說明清楚。
郵局買彰銀套在高點?
況且,彰銀5日收盤價19.9元,但為了承接彰銀股權,中華郵政可能還買在「高點」。財訊
傳媒董事長謝金河日前指出,龍巖集團李世聰原本持有6%的彰銀,去年高價出清,從彰銀
線圖來看,去年11月,彰銀在23到24元之間成交23萬張,「也許是中華郵政正好買在最高
點」 。
中華郵政總經理江瑞堂則是向《信傳媒》表示,是不是買在最高價現在還很難界定,以彰
銀5日收盤價19.9元來比較,也許買的價格多出一塊、兩塊,但是股票投資是長期,中華
郵政更看重未來彰銀的股利配息,長期經過配股配息之後,投資收益還是有可能高過於資
金成本。另外,正好也適逢大股東有意釋出,因此在資金運用部門的評估下,認為這樁買
賣是值得買進的標的。
中華郵政近4年來砸下逾300億投入不動產
在金融界堪稱是「綠巨人」的中華郵政,一共握有郵政資金將近7.2兆元,其中包括儲匯資
金6.4兆元、壽險資金7359億元,銀彈可以說是多到滿出來,尤其7千多億的壽險資金還有3
成可以靈活運用,包括不動產投資。
據了解,過去郵政壽險基金投資較為保守,因此鮮少對外出手,但近幾年來,買進房地產
的態度轉趨積極,尤其是特別看重商辦及廠辦等標的,合計近4年來中華郵政至少砸了超過
300億元在不動產投資。
觀察近4年來中華郵政出手購置不動產的主要標的,其中,在2016年11月、12月中華郵政就
以5.85億元買進南港軟體園區B棟9樓、3.96億元買下汐止遠雄「U-Town」7樓以及以4.3億
元購入內湖長虹旗艦科技大樓3樓。
相隔一年後,中華郵政又在2017年砸下64.2億元買進台北市內湖區的「長虹新世紀企業總
部」整棟廠辦大樓,拿下該年商用不動產市場單一交易金額最高的交易案。
另外,2018年中華郵政也斥資220億元,開始在桃園機捷A7 專區興建智慧物流園區,期望
能打造跨境電商及物流營運中心,預計將於2021年完工。只是,在後來的招租過程中卻引
發爭議,PChome董座詹宏志還一度點名招租案有「喬事蟑螂」介入,導致前中華郵政董事
長魏健宏與前總經理陳憲着雙雙下台,一直到與PChome完成簽約後,事件才告一段落。
中華郵政買下東貝三重大樓整層,還有千億元可布局
但這並不阻礙中華郵政在商用不動產的投資布局。去年中華郵政甚至也把房地產投資案瞄
向南台灣,以1.04億元買進高雄市逾百坪店面,另外,也以1.44億元買進位於桃園區大有
路上的一、二樓店面。
今年,因財務吃緊遭到銀行退票1328萬元的LED封裝廠東貝,日前也公告處分三重「台北科
技城」大樓9樓以8.24億出售給中華郵政。顯示出,綠巨人在不動產投資上越來越積極。
一名商仲業者則表示,由於近幾年來壽險公司紛紛轉進開發型的投資案,市區帶租約的整
棟大樓釋出少,因此像是中華郵政這種大小不拘又偏好有現成租金收益的買方,表現機會
比較大。
不過,江瑞堂則說,目前郵政壽險資金7359億元中有3成能用來不動產投資,也就是2100億
元,但現在看來「加碼空間還很大」,因此為了尋求更高的收益,若投報率能超過2.5%以
上,不排除未來也將會積極評估。
