老人把持的公股銀行如何推動Fintech

根據國內各大金控公司於去(2016)年所發布的企業社會責任報告書指出,除了兆豐金
在內的14家金控員工平均年齡約為40.98歲。這個平均年齡看起來並沒有很高,但對照
台灣七成企業的員工平均年齡已經降到35歲以下,更別提Google或臉書等國外企業的
員工更是以30歲以下最為搶手,台灣的金融業似乎也面臨了人口老化的問題
不過,如果細看這份資料,我們會發現不同的銀行員工的平均年齡還是有所差異,例如
國泰世華銀、台新銀員工平均只有約36歲,在國內排名最年輕,而員工平均年齡最老的
銀行則有而合庫的46歲與台企銀的45歲,接下來幾間公股銀行如華南銀、第一銀行、彰
化銀行、兆豐銀等員工平均年齡約是42到43歲,明顯仍明顯偏高。
公營行庫員工年齡偏高的原因,主要是因為公股銀行的組織結構與人事規則類似公家機
關,很多人考進公股銀行之後就視為是「金飯碗」,過去還有很多行員把這份工作看成
是「終生職」,自然難以發揮競爭與淘汰的機制,不但員工年齡會隨時間逐漸老化,更
難以有效發展創新能力。
如今,國際發展金融創新與數位金融早已行之有年,在這個金融3.0的時代,連國內政
府都帶頭喊出金融科技與FinTech等口號,因此,金融領域就非常需要新的人力與年輕
的思維來注入。所以,無論是數位銀行、行動支付或區塊鏈等技術,都不是上個世代
或老一輩的金融從業人員能夠掌握的,公營行庫類似「終身職」的職位制度設計也早
就不符這個數位金融時代所需。
台灣要能追上這波國際趨勢,在組織設計上,勢必要引入年輕的心血,例如安排老員
工退休,增加招募年輕且熟悉網路、數位時代的人力,另外,公股銀行在制度上,除
了員工年輕化以外,也勢必要針對員工「官僚化」的問題去解決,無論是透過組織革
新或公股民營化的方式,都是政府與公營行庫要共同面對的現實。金融改革與金融科
技是當前的趨勢,也是台灣要急起直追的方向,就讓公股銀行那些抱著「金飯碗」或
「終身職」心態的老將們安心退休,這條路上需要的是更多年輕人一起來衝刺。
