在講如何才是 effective connected income
其中有一個NOTE
NOTE: If your only U.S. business activity is trading in stocks, securities,
or commodities (including hedging transactions) through a U.S. resident
broker or other agent, you are NOT engaged in a trade or business in the
United States.
所以股票投資非 ECI 而非ECI的capital gain 不扣30% 所以大家不會被IRS討稅
