當沖降稅措施預計今年底將到期,金管會爭取延長降稅優惠,日前已向財政部提出稅式支
出報告,建議降稅措施延長5年;證期局表示,審議結果將尊重財政部立場。
為活絡台股,立法院2017年拍板通過當沖降稅措施,將當沖交易的證交稅稅率從千分之3
降為千分之1.5,期限至今年底到期。金融監督管理委員會證期局今天證實,2月26日已將
稅式支出報告和證券交易稅條例修正草案函送財政部參考,並建議財政部延長當沖降稅措
施。
證期局表示,金管會建議財政部延長當沖降稅期限為5年,接下來交由財政部審議是否同
意延長;若財政部同意延長,最後延長年份是否為5年,也尊重財政部立場。
不過,台股22日成交量刷下新台幣6448億元天量,其中,當沖交易買賣金額加總高達4847
億元,顯示當沖交易火熱,引發財信傳媒董事長謝金河在臉書發文示警。
謝金河表示,在政府推動當沖降稅以後,當沖占市場比重逐年上升,去年底約31.04%;從
22日當沖金額來看,這並非正常現象,「股市變得像賭場」,呼籲財政部與金管會審慎思
考是否繼續延長降稅措施。
證期局官員說明,證期局及證交所、櫃買中心都有一套市場監視措施,近期大盤成交量變
大,有觀察到當沖成交金額隨之增加,4月截至23日為止,集中市場當沖占比約33.2%;不
過若和3月的32.85%相比,看起來並沒有重大異常情況。
證期局官員表示,當沖是投資策略之一,有人傾向長期持有、有人傾向短期進出,站在監
理機關立場,尊重投資人的投資決策,並提醒投資人,無論以何種方式投資,都應注意風
險,監理機關也會持續監控市場。
證期局官員說,當沖降稅措施本身是中性的,用來推動證券市場發展,至於近期當沖交易
火熱,並未達到異常標準;投資市場一向會有價量波動,金管會將持續關注台股價量變化
與當沖情形。
