壽險業務員透過保戶指導醫生開立診斷書內容,已經把醫院給惹毛了。不少醫院
最近向金管會反映,要金管會約束業務員這種行為。金管會保險局上周召集壽險
業者開會,決定明令禁止業務員對醫生開診斷書下指導棋。
金管會強調,若業務員違反規定,一旦事證明確,將受到處分。
金管會保險局官員說,壽險業務員「以客為尊」是好事,但要求醫生如何開立診
斷書,則是「服務客戶過頭了」。
官員說,業務員會對醫生下指導棋,多半都是要幫客戶爭取理賠權益,怕自己當
初承諾會賠的項目,結果不賠,被客戶抱怨;但如果醫生被迫開立不實的診斷書
內容,涉及偽造文書,已經違法。
壽險業務員多會要求保戶,在醫生開診斷書前先商量,並灌輸客戶「診斷書就是
現金」的觀念,宣稱只要診斷書能「開立明確」,公司就保證理賠。
金管會官員說,就醫生的立場,開立診斷書本來就應依照診斷結果及專業判斷,
不應受到他人左右;但有些醫生顧及病患也是老病人,為保持和諧的醫病關係,
才會「容忍」客戶的要求。
但金管會近期接獲許多醫院投訴,抱怨壽險業務員「指導過頭」,要求金管會約
束。
目前又以需要住院或開刀的醫療診斷書爭議較多。官員舉例,若病患因為血管阻
塞不適送醫,診斷書若只是寫「血管阻塞」,理賠金額不會太多;但若被改成「
心肌梗塞」,因為心肌梗塞是重大疾病其中一項,保戶就可能領到一大筆重大疾
病保險金。
