台銀小額外幣的問題 - 銀行

今天在台銀臨櫃聽到的一段話：
客戶：我要買美金！ 1元的 50張 5元的20張、10元的…………BALABLA
行員：不好意思！我們小面額一個人最多是20張，所以1元無法給那麼多，
目前5元剩2張…BALABALA。
客戶：怎麼有限制？我要去柬埔在，而且我還有幫別人換！那怎麼辦？
行員：要不要考慮明天再過來一趟！還是別間問看看呢？
客戶：20張是誰規定的？法律又沒規定我們一個人只能換20張！
我要換多少就可以換多少…而且你們也沒有公告出來！
行員：因為我們小面額不多！為了讓每位客戶可以換到！
所以才有20張左右的限制！ ……BALABALA
客戶：這樣不行！我們很不方便、我要跟你們總行反應……balabalabala……

大致上的對話是這樣！
怎麼覺得現在的客人，動不動就投訴不然就是總行。
問題點是只有台銀在賣小面額嗎？ 而且有張數的限定嗎？@@
還是每間都是大同小異呢？
