不是誰都可以買金融機構！外商卜蜂集團旗下子公司向金管會申請要入主日盛金控一案，金管會6日表示，雖然卜蜂集團就產金分離提出配套措施，但仍難完全符合金管會產金分離政策，所以已在9月30日函復申請人，「礙難同意申請案」，即此交易案暫時告終。
銀行局副局長黃光熙表示，金管會產金分離政策，即是要避免產業與金融密切連結、過度集中，而卜蜂集團是多產業營運集團，要進入金融投資部分，金管會亦去了解其大股東經營的事業，與其提出的產金分離規劃，與產金分離政策不符合。
