健保投保級距問題 - 保險

我最近發現我的薪資條上的健保員工負擔部分費用變高。
查了一下跟去年相比,今年至少多跳了了五六個級距。
詢問過後發現公司從今年開始,把保障薪資的部分也算進每月薪酬裡。
也就是公司保障14個月年薪,多給的兩個月薪資平均進每月薪資裡面。
可是就我的理解,多出來的2個月的薪水算是分紅的一部分,
而且發放分紅時也扣掉了二代健保的費用,
請問一下,把這兩個月的保障年薪算進經常薪資是正常的嗎?
