承包海軍6艘獵雷艦的慶富造船公司,財務不斷傳出狀況,先是被爆出向銀行詐貸新台幣
30億元,後續傳出有資金缺口,甚至可能要聲請破產;據造船業界指出,慶富當初會參與
獵雷艦案,也是被軍火掮客牽著走,以為做這票買賣可以大賺,最後發現根本不是這回事
,加上慶富財務不健全,挖東補西,才會出這麼大的包。
造船業界指出,獵雷艦最早是台船公司在評估,並找了德、英、義、韓等廠商,最後選中
義大利,但義廠報價太高,平均一艘要價60餘億元,於是台船另找技術合作廠商;慶富沒
經驗,之所以能參與投標,是靠著軍火掮客牽線,找到義大利廠合作,和台船是同一家。
慶富看成本,以為可以賺很大,就跳進來,得標後才發現權利金、出口許可、原料都非常
貴,慶富只是做代工,完全沒賺頭,所以拒付佣金給掮客,沒收到錢的國際軍火禿鷹於是
爆料,讓整個慶富財務黑洞曝光,終至檢調搜索,慶富玩完。
至於後續發展,軍方官員表示,海軍會繼續做獵雷艦案,不會不造,最可能的做法是與慶
富解約,重新開標,另找合作廠商。
軍方官員說,儘管軍方內部有人認為6艘獵雷艦就不要做了,但好不容易建的案,海軍仍
要做,現已直接派員去義大利監看第一艘造艦進度,只要進度過慢,違反合約,就會和慶
富解約,另行開標。
軍方官員說,以前海軍向荷蘭買2艘潛艦,荷廠商也曾因財務出問題,軍方先出錢,替廠
商解決;現在已不能這樣做,因為審監單位查國防預算很嚴,軍方不可能先拿錢去救獵雷
艦。
行政院長賴清德上周在立院亦強調,已有一條已經在義大利製造,不至於全民買單,未來
融資銀行會去管理它的財務,讓計畫有機會可以走下去,目前行政院正往這方向推展。
獵雷艦案總預算共358億5000萬餘元,全案經歷4次流標後,慶富造船在2014年10月得標。
另金融圈人士透露,以一銀為首的慶富聯貸銀行團,已和慶富紓困協商,並在二周前召開
聯貸銀行團會議,通過三項紓困條件,包括一、此債務協商條件的期間將持續2年;二、
短期貸款倘若本金到期,一律展延2年,但要按月付息;三、中長期貸款可2年內不用還本
,但必須按月繳息。聯貸利率則由原3.5%降至2%。
知情人士指出,慶富已向經濟部求援,因此已由專門為企業向銀行團爭取紓困的經濟部聯
合輔導中心窗口向管理銀行一銀接觸,安排對慶富造船的債權協商。
