二等親房屋土地移轉 - 稅務

若二等親要將房屋與土地移轉,經計算後公告價值約180萬,
因房子是自住,以買賣方式做為移轉,其土地增值稅可低於以贈與方式移轉。
去國稅局報稅時,是否可以主張買賣,並且在私契中,以200萬元做為買賣成交價,
其付款價金,直接自每年贈與220萬中的額度中扣除呢?
或是買方直接出示轉帳證明,直接轉帳200萬證明購入,
之後再進行贈與,贈與200萬給買方。
贈與稅因其價值低於220萬,故不論如何主張,皆不會有贈與稅之問題。
但這樣是否會被國稅局認定為假買賣真贈與?
要求將土地增值稅改為以贈與做為計算,並追繳土地增值稅呢?
