美國最新公布4月消費者物價指數(CPI)年增率8.3%,雖然比起3月的8.5%稍有回落,但
仍高於市場預期的8.1%,聯準會(Fed)鷹派更有底氣,下次升息幅度可能高達3碼(0.75
個百分點)。中央銀行總裁楊金龍今(12)日強調,台灣今年貨幣政策還是會朝緊縮方向
走,但升息幅度不一定要和美國亦步亦趨,目前也沒有停滯性通膨問題。
楊金龍今赴立法院財委會進行「我國央行是否跟進美、歐、英、澳等國採行包含升息等貨
幣緊縮政策,並調整房地產市場選擇性信用管制措施」專題報告,朝野立委聚焦央行貨幣
政策,對於台灣應不應該持續升息各抒己見。
國民黨立委羅明才認為,台灣不必都跟著美國走,尤其現在許多民眾已經被房貸壓得喘不
過氣,呼籲央行應該站在小老百姓的立場著想,追求居住正義也別傷及無辜,一次出手把
整個房地產產業打趴。
民眾黨立委張其祿指出,目前物價高漲,受薪階級生活壓力遽增,央行利率政策應該加大
升息力度,藉此抑制通膨烈火。
楊金龍:台灣、美國情況不同 升息幅度也不一樣
楊金龍強調,美國有美國的情況,台灣有台灣的情況,今年到底要升息幾碼,兩者迥然不
同,央行貨幣政策會以全民福祉為考量,從去年底以來也不斷預告今年會朝緊縮方向邁進
,提醒民眾審慎評估自身財務,至於6月會不會再次升息,屆時將由央行理事共同決議。
針對立委關心是否祭出第五波信用管制,楊金龍也表示,「我們的報告有說,還有精進空
間嘛」,站在央行立場,是希望不要讓信用過度集中在房地產市場,但不會打到自住客,
關於穩定房市政策目標,也還需要中央、地方政府相關部會通力合作。
國民黨立委費鴻泰質疑,當前經濟情勢險峻,台灣可能面臨「停滯性通膨」危機,雖然政
府官員頻頻強調不會,他要楊金龍別把話講太滿,如果最後真的發生了,央行應該要有人
負責。
楊金龍則說,台灣受到外部影響比較大,如果美國升息幅度太高、速度太快,導致經濟受
到影響,這時候又碰到俄烏戰爭造成通膨居高不下,全球經濟都會受到拖累,「這不是我
們造成的,當然無法負責。」
楊金龍研判,物價漲勢高峰將會落在第2季,此後將會逐步回落,台灣經濟成長也不至於
面臨停滯,今年前4月的出口、投資、消費表現都很好,第1季經濟成長率3.06%還高於預
