average cost和marginal cost的關係 - 經濟

我想請教一個問題：

"Average cost can never rise while marginal costs are declining."

這題是要判斷對錯，並且解釋原因
我覺得這是 "true"
但是答案卻是 "不一定"
所以想請問各位為什麼～

爬過文之後知道去一些網站查不過在這想問的是像是IMF這樣的統計數據是不是就是最新的阿？因為小弟想要查GDP成長率但是下下來的數據都是到2006 大部分國家(應該說是全部)到2007就都是預測值了但是現在不是應該查得到2007 跟 2008的數據而不只是預測值了嗎？另外可否請教生育率跟人 ...

題目來源 97年地方特考三等題目:興建一條道路,不論今年蓋或者明年蓋都要花1億元, 但是若明年蓋則損失發展地方1.2億的商機, 請問選擇明年蓋的機會成本是多少? 答案:2.2億依前面的討論結果,不管如何都要花1億,因此1億為固定成本, 所以機會成本應該是1.2億才對~ 還是說題 ...
