小弟日前在The Economist 上看到一篇討論US Patent Reform的文章

關於內文有幾點不太清楚的地方還請前輩幫忙解惑^^

在第四段他提到

Its bill would give the patent office the right to set its own fees, and keep
all the proceeds (the Treasury swipes some of these now), so it can hire
enough examiners to cut its backlog.
