聯邦公開市場委員會(FOMC)週三(14日)一如市場預期將聯邦基金利率保持在5~5.25%不變
,結束連續10次升息的態勢,但暗示今(2023)年底前還可能再升兩碼(50個基點)。聯準會
(Fed)主席鮑爾(Jerome Powell、見圖)則未咬定7月將升息、並對抗通膨成果略感樂觀,
但說要等待數年才會降息。
CNBC、路透社、MarketWatch等外電報導,FOMC 14日釋出的「利率預期點陣圖」(dot
plot,依據每一位FOMC成員對聯邦基金利率的預測所繪製的點陣圖)暗示,Fed年底前或許
會再升息50個基點至5.5~5.75%。
18名FOMC成員中,4名預測今年還將升息一次、9名預測要升兩次,2名預測升息三次,1名
認定得升四次。僅2名成員相信今年不會再升息。
另外,FOMC釋出的總經預測顯示,2023年國內生產毛額(GDP)成長率預估值從3月的0.4%上
修至1%,失業率從4.5%下修至4.1%,排除食物及能源成本的核心個人消費支出(PCE)物價
指數年增率預估值則從3.6%上修至3.9%。
FOMC預測2023年底聯邦基金利率將上探5.6%,高於3月預測的5.1%。FOMC也將2024年、
2025年的聯邦基金利率預估值從原本的4.3%、3.1%調高至4.6%、3.4%。
他認為,直到通膨顯著降溫前、Fed都不會降息,預估這得花上幾年的時間。「大家都可
以看到,沒有任何一位FOMC委員預測今年將降息,我也不認為這是恰當的舉動。」
不過,鮑爾樂觀看待抗通膨的成果,認為目前確實有進展,抑制通膨的環境已逐漸成形。
他說,所謂有進展的定義是「成長率明顯低於趨勢,也就是就業市場趨寬鬆、商品供應鏈
轉穩。這些條件已就定位,但還得花點時間才能發揮抑制通膨的效果。」
鮑爾並提到,「通膨減緩」(disinflation)效應將來自房市,預測新的租約價格有望下降
。考慮到Fed這段時間累積的升息行動,FOMC判定本次暫緩升息應是恰當的。
芝加哥商業交易所(CME)的FedWatch工具顯示,聯邦基金期貨投資人預測7月升息一碼至
5.25~5.50%的機率一開始來到71.1%,但鮑爾並未確認7月是否調高利率,這讓機率隨之下
降至64.5%。
Dow Jones Market Data統計顯示,FOMC宣布利率決策後,對Fed貨幣政策最敏感的美國2
年期公債殖利率上升1.3個基點至4.707%,終場創3月9日以來新高。
心得/評論:

也有些人從CPI趨勢 認為九月就可以降息了
不過顯然鮑爾再度駁斥這樣的說法
不但今年底不會降, 明年是否會降也不一定 (雖然點陣圖預測看起來會降幾碼)
到底如何, 也只能留待時間來驗證
