關於這個題目 公共財和共有資源 - 經濟

我知道公共財的定義，我也知道共有資源是準私有財(非排他性但有敵對性)
然後我有上網GOOGLE了答案是C

但我主要想知道這題是想要表達什麼?
是要表達公共財和準私有財無法藉由價格機能充分運作達成經濟效率之配置，私部門
無法提供，故得由政府提供來改善市場結果嗎?
