關於Index of Economic Freedom World Rankings的給分 - 經濟

今天在p2 8A板上看到了
2009 Index of Economic Freedom World Rankings

裡面台灣被排在35名

我瀏覽了一下，對其中一項的給分感到好奇
台灣在Labor Freedom這項拿到45.7分，遠低於世界平均61.3

而該網頁的說明是這樣的：
Taiwan's rigid labor regulations hinder overall employment and productivity
growth. The non-salary cost of employing a worker is low, but dismissing a
redundant employee is relatively costly and burdensome. Regulations related
to the number of work hours are not flexible.

我的翻譯是這樣(英文是我的弱項，有錯誤的地方請不吝指出)：
台灣死板的法規妨礙到就業與產出，僱用勞工的無薪成本低但解雇冗員的成本
相對高昂。由於法規限制，工作時數並不固定。

有兩個地方不懂，一個是小地方
請問non salary cost是指僱用勞工時哪部分的花費呢？

一個是對整體分數的疑惑
不是很理解就業市場的現況，為什麼台灣在這項的分數如此的低？
我看了說明還是沒辦法把它跟台灣給我的印象連結在一起
而且從近年分數來看：
2008 49.2
2007 47.2
2006 47.3
2005 46.1
台灣似乎都是被歸類為勞力不自由的地方，這是為什麼呢？
