郵局WebATM備註欄就是付款人的戶名？ - 銀行

我有一個疑問，備註（COMMENT）欄位就會是匯款人的姓名嗎

因為小弟現在有在經營一些事業
所以需要知道付款人的姓名
才能決定對方是否已付款　並開通相關的服務

會不會有備註欄為空的情形呢？
這個人是在郵局匯款給我的

如果是用ATM, 或是非郵局（跨行轉帳）
會不會備註欄不會寫出對方的戶名呢？
