〔記者陳梅英/台北報導〕央行總裁楊金龍以及財政部部長蘇建榮今日在立法院財委會上
回到立委詢問打房議題時,同聲表示是打「炒房」而非「打房」,支持內政部查緝紅單。
楊金龍說,央行13日與19日2次找銀行「喝咖啡」也是希望金融機構資金不要太集中在房
地產,算是「超前部署」,不過若房價大幅飆高,央行將會在「適當時機」祭出選擇性信
用管制。
至於明年疫情過後,各主要機構都預估2021年經濟會大幅成長,房地產可能會是最大「灰
犀牛」?楊金龍說,以市場供需來看,房市是有一點「回溫」趨勢。

國民黨立委曾銘宗今日在財委會上質詢,到10月為止國銀房貸以及土建融餘額均創下歷史
新高,且到第2季住宅價格指數全國成長3.74%,六都漲最多的是台南市5.46%,「現在是
打房時機?」
楊金龍說,不要說「打房」,房價上漲有一部分是由供需決定,是合理的,針對不合理的
上漲,應該是「打炒房」,比如內政部去查緝紅單。
蘇建榮也說,不想用「打房」這個字眼,應該是說要讓房地產市場合理化,所以內政部查
緝紅單,我們都會配合,希望房地產市場合理發展,不是說「打不打房」。
曾銘宗詢問,那央行13日與19日找銀行來喝咖啡,政策目的是什麼?
楊金龍說,主要是希望金融機構不要助長房價不合理上漲,銀行業應要注意資源配置問題
,比如投資戶與土建融是否給他過高貸款成數,助長囤地嫌疑,希望他們善盡社會責任,
不要讓太多資金集中在房地產。
換言之,打炒房已經啟動?楊金龍說,應該說是「超前部署」。
央行何時要祭出選擇性信用管制?楊指出,其實若從風險控管的觀點來看,房貸業務多數
有抵押品,風險控管是沒有問題的,現在問題是在房價。針對高房價部分,行政院下有小
組共同解決房價過高問題,央行會配合行政團隊在「適當時機採行信用管制」。
曾追問假如房價大幅飆高,央行就可能實施(信用管制),「應該可以這麼說」
