雙執政官, 其實是羅馬共和國的古法,
羅馬共和國這套制度一直沒出現問題是因為
他一直處在戰爭狀態, 執政官很容易陣亡, 留守的那個剛好遞補
但如果處在和平的狀態,
雙執政官制度, 其實不太適合,
總有一天會內鬥, 羅馬共和國後期的三雄, 凱薩跟龐培就鬥起來了
這會搞垮組織的
法國跟我們中國台北的雙首長制, 如果 國會多數(行政院長) vs 總統不同黨
就一定會內鬥, 這是一樣的道理
我們中國台北最近比較少吵雙首長制的缺失, 是剛好這兩任總統的黨
都取得國會多數
