近3成官股的台灣肥料公司(台肥),近日遭人踢爆最具「錢景」的南港經貿園區「C2觀光
旅館辦公大樓開發案」,竟因變更設計在董事會卡關,不但影響完工時間,也將損失數億
元。爆料人士說,年薪超過700萬元的台肥董座康信鴻刻意擺爛,是全案卡關的關鍵人物。
台肥公司主導的「C2觀光旅館辦公大樓開發案」,位於南港展覽館旁,預計投入上百億元
興建2棟觀光旅館及1棟商辦大樓,未來將由高雄漢來集團進駐,這也是漢來揮軍北上的灘
頭堡。若順利於2023年正式營運,可讓台肥每年可坐收8億元租金。
本刊卻接獲爆料,指C2後續裝修工程去年2月取得台北市政府核發建照後,3月台肥董事會
預告,將在4月審查變更設計及增加預算案,希望主體工程完工後能無縫接軌接續施工。
但去年4月至今,董事會均未列入議程,主因就是年薪高達700萬的董事長康信鴻,遲不簽
核相關案件,導致變更案排不進董事會審查,間接使C2工程進度延宕。
爆料人士指出,C2開發案變更設計未如期審查,董事會早有人對康信鴻示警,強調若行政
效率不彰延宕工程,將使台肥蒙受大筆損失。康雖口頭允諾會儘速處理,但仍「議而未決
」。
該人士表示,C2變更設計在台肥審查通過後還要送北市府審查,約需花費半年時間,若主
體工程完工,變更設計案仍未審查完成,內部裝修工程也無法動工。
台肥內部人士估算,C2開發案的最大地主台肥,每年要繳交地價稅1億3千多萬元,完工啟
用後才由承租客戶分攤,工程若延宕,不止租金收益將延遲入帳,工期延後衍生費用增加
等,也會讓台肥多出數億元成本。
C2案延宕連台肥最大的股東農委會也看不下去,爆料人士指出,11月14日,身兼台肥董事
的農委會副主委陳駿季召集官股董事在董事會前針對此事開會,但同樣是官股董事的康信
鴻請病假未出席。
此會議決議請台肥董事會儘速通過變更設計及增加預算案,但會議記錄送交台肥後,康又
拖延至12月董事會結束後才簽核,且明年1月康已宣布停開董事會,也就是說,明年2月以
前C2案不會有任何進度。康的刻意不作為,已讓相關進度拖延近1年。
令人意外的是,當天主持上梁儀式的台肥董事長康信鴻致辭時卻語出驚人地說:「什麼時
候可以完工,坦白講我也不知道。」讓在場人士傻眼。雖然他緊急改口,強調不是他不知
道,而是完工時他是不是「還活在這裡」或「還是台肥董事長」的可能性也不高。
康信鴻當天還說,希望C2真正開幕啟用時,無論他是否還在台肥,他都想到現場來看看未
來的漢來飯店是什麼樣子。他也透露,C2完工時,他還是台肥董事長的可能性不高。台肥
內部盛傳,董事長一職可能大選結束後就將異動,疑似是導致他不作為的因素之一。
台肥C2案一波多折,2013年漢來、凱撒二大飯店得標後,2015年12月舉行動工典禮,原訂
2020年可完工啟用。不過,2017年3月,因陸客減少等因素暫緩,同年7月,台肥又將履約
保證金至20億元,與得標的漢來集團、凱撒飯店重新協商,最後凱撒退出,台肥評估自行
接手經營飯店。如今才剛辦完上梁儀式,又爆出因高層自認將去職不做重大決策,工程恐
再延宕。
在全台擁有近50萬坪土地資產的台肥,近來積極活化南港經貿園區土地,C2案基地面積超
過7千坪。台肥對外宣稱工程進度已逾1/3,預計2021年底完工,因處分資產及租金收益挹
注豐厚,被視為台肥的金雞母,近月股價也緩步上攻。
