台塑集團總裁王文淵昨接任工總理事長,對中國挖我人才,他透露,半導體業情況嚴重,
近2年南亞科遭挖角48位高階技術人員,華亞科更慘,「挖了近10倍」;換言之,2家記憶
體大廠合計出走約500人,突顯台科技人才外流情況嚴峻。
南亞科(2408)總經理李培瑛坦言,中國近來挖角動作轉趨激烈,往往給予3~5倍薪水,
條件優渥,去年已針對500位菁英提出留才方案,但仍有員工離職,現在每年都在設法留
才。
昨接任工總理事長
事實上,中國高薪挖角風潮,早從2015年10月華亞科前董事長高啟全投靠紫光集團時揭開
序幕,之後聯電前執行長孫世偉、台積電前共同執行長蔣尚義等高層陸續赴中就職,加上
中國日前祭出惠台31條,科技人才的外流問題,再度浮上檯面。
對此,昨接任工總理事長的王文淵直言「當然擔心」,他以記憶體廠為例,透露南亞科流
失48人,多為高階技術員,影響雖不算大,但華亞科走了400多人,人數之多超乎預期,
讓王文淵直呼:「沒想到會走那麼多。」
對是否因中國對台政策改變,才使人才西進?王文淵說:「我不知道」,主要看台灣的機
會,「吃不飽當然往大陸走,自己吃得飽幹麻去?」
他指出,問題是台灣到底要不要發展產業,「若沒有更高薪水,或生活上比較緊張,當然
去找更好的。」
王文淵也說,業界挖角「將是常態」,台灣得加強向心力,思考產業到底要不要發展。至
於是否為員工加薪,「是市場供需機制,不應由政府政策介入。」
金仁寶集團董事長許勝雄則認為,全世界都在搶人,人才是一切根本,政府已釋出部分留
才獎勵,相信只要把投資環境弄好、餅做大,企業就有能力加強研發。
籲復促產租稅優惠
王文淵同時再度重申對非核家園的政策感到憂慮,他說「以綠能取代核電、以天然氣取代
燃煤發電」的政策待商榷,若堅持執行,將不利台灣經濟發展。
同時他也建議恢復《促產條例》的租稅優惠,並設法降低遺產稅等重複課稅的稅率。王文
淵、許勝雄說,不宜貿然刪除《公司法》第27條中的法人董事條款,擅自剝奪法人董監可
改派代表人的權利。
經濟部回應,《產創條例》放寬員工分紅持股可擇低課稅,已通過立院初審,可望提高科
技業的留才誘因,也會持續關注半導體業者需求,並給予協助。
