低利時代衝擊浮現!富邦人壽正式拍定,從9月1日起全面停止新承做房貸業務,宣布退出
房貸市場,而既有約3萬戶、餘額約1700億元的舊房貸放款,則持續有效到民眾還款完畢
為止。
近來房市正熱,房貸餘額節節攀升,富邦人壽卻選擇在此時退出房貸市場。對此公司強調
,主要受到今年降息影響房貸利率,經估算其長期收益遠低於保單利率成本,因此停止辦
理房貸新件申請,以積極維持資產收益及廣大保戶權益,強化保險保障的核心價值功能。
換句話說,富邦人壽全面撤守房貸業務,主因是低利時代、房貸資金成本高、收益率太低
,不利壽險業的報酬率。業界人士表示,保險公司的保單資金成本為2%,目前公債利率低
於0.5%,房貸也只有1.5%上下,基本上國內只有股票殖利率高於2%,且較大的資金部位還
是得靠海外債券來支撐。
富邦人壽房貸授信部位約1700億元,約佔整體投資部位4%,多是承做20年自用住宅的房貸
契約,內部預估,若以每月以20~30億元保戶還款額、逐年下滑,最快富邦人壽5年可結束
所有房貸契約。在人力資源方面,富邦人壽的房貸部門共73人,預計明(2021)年元旦起
降為30人,另外43人將安排到富邦人壽其他部門,房貸部門也將維持30人的運作門檻。
富邦人壽表示,富邦資源豐沛、以金融百貨為定位持續提供多元之金融商品,基於集團分
工,日後集團房貸業務將統籌由北富銀辦理房貸業務,擴大展現合作綜效,持續帶給消費
者更精準之金融保險服務。
截至今年第一季為止,國內壽險房貸業務第一大的國泰人壽房貸餘額也降至3110億元,,
房貸業務的推動主要是從公司資產配置與客戶服務角度來思考,業務員會結合日常客戶服
務,依客戶需求提供服務。但內部人士透露,國壽已降低投資組合當中的擔保放款比重約
5%,轉至國外固定收益商品。據了解,國壽及新光人壽也改採「被動方式」辦理房貸,等
於不再主動出擊、向民眾招攬房貸業務。
這也是繼2014年南山人壽退出房貸市場後,睽違6年、再度有一家壽險公司退出,知情人
士透露,目前南山人壽房貸餘額只剩200億元左右,當初南山人壽決定停辦,主要是前董
事長杜英宗覺得房貸收益不高,不如把錢拿去海外投資。
也有壽險業者坦言,近期金管會嚴抓「借錢投保」後,為了避免因銀行端銷售通路,或是
自家業務員,有違規勸誘保戶抵押房子借錢後去買保單而引發爭議,也讓不少壽險業降溫
房貸業務。
儘管是為了集團長期利益考量,但是業務說撤就撤,可就苦了不少基層員工。業界人士透
露,有不少壽險業務員利用房貸商品來開發客戶的效益,其實也是保險公司當初選擇做房
貸的原因之一,就如外商銀行也會用房貸來開發有理財潛力的客戶。這塊需求對於會善用
房貸當敲門磚的業務員,助益頗大,甚至有業務主管專門以房貸來開發保險客戶。
富邦人壽此舉恐怕引發其他公司效仿,對民眾而言也少了一個取得優惠利率的管道。低利
