林正雄:打炒房大傷經濟
「房價愈打愈高 現在是購屋最好時機」

【楊明峰、施智齡/台北報導】政府祭出打炒房措施3周來,業界持續出現許多看法。昨
日不動產聯盟總會舉行年終記者會,回顧近10年央行2次信用管制,影響經濟GDP甚鉅,房
價卻愈打愈高,且在目前工料雙漲下,估計未來房價仍難降。
不動產聯合總會昨提出房市觀察與建言,理事長林正雄指出,政府打炒房似乎開錯藥方,
恐會有買方完成契約後遭斷頭、沒收,「溯及既往的政策,比較不妥適。」建築業從買地
到入帳,周期約3~5年,突如其來的政策轉換,影響產業甚鉅,建議政府應制定打房標準
政策,讓建築產業有條可預測的道路,才不會造成民怨,引起產業反彈。
籲給建築業可預測道路
林正雄並舉央行前2次打房打到量縮,卻壓低經濟GDP成長,最後房價愈來愈高。政府應要
解決工料雙漲、引進外勞、房地合一稅退場等成本面問題,否則房價無下跌可能。表示全
球物價上漲、營建業缺工料,現在還是初升段,「未來物價漲到哪裡沒人說得準」,建議
年輕人「現在是最好購屋時機」。
不動產仲介公會理事長張世芳則說,建議政府給年輕人購屋優惠,包含提高貸款成數、低
利、拉長寬限期;另外租賃實登申報應回歸承租雙方,而非交由仲介業,才能符合公平課
稅原則。
物料工資營建成本齊揚
面對政府打炒房,代銷業者新聯陽實業總經理林徹人也坦言,「影響很大,看屋人數至少
掉了15~20%」,但相信對產業長期發展有助益,讓市場基本面更健康發展。創意家行銷品
牌公關陸宜透露,許多看房民眾質疑是不是房價開過高,讓政府決定出手,即便是購屋自
住,也擔心自己買到高點,因此從看屋到購買期從過往平均3個月拉長到半年。
針對缺工缺料導致房價調漲的狀況,中華民國不動產開發公會副秘書長張興邦表示,「因
為台灣防疫做得好,資金回流帶動產業,住宅跟工業建案全軋在一起,工人、物料來不及
供應,導致出現短缺」,物料跟工資雙漲成了建商預期之外的營建成本。「建商當初投資
評估的營建成本,現在起碼都增加2成,營建機具也供不應求」。
口袋淺小建商恐先調漲
不過清華大學科技管理學院榮譽講座教授張金鶚指出,建材跟勞力佔建案總成本的比例低
,真正讓建商成本有感的是土地,建商欲將上游成本轉嫁給消費者,也要看消費者埋不埋
單,市場供不應求,建商才有漲價空間。但可預期央行限縮貸款成數後,口袋淺的小建商
可能率先調漲房屋售價,大建商隨之跟風。
張金鶚認為,政府一系列打炒房舉措,確實減緩市場交易,大家都會觀望、看政府玩真玩
假,但經過一段時間調整後,相信市場會再次活絡。德明財經科技大學客座教授莊孟翰也
表示,實登2.0修法後,將揭露預售屋價格,有助減輕炒作行為,多少幫助民眾、政府掌
握市況。
