〔記者李欣芳/台北報導〕行政院打炒房,為完備相關法律,明天召開的行政院會將通過實
價登錄2.0修法,落實將房價揭露到每個門牌,以避免民眾買到較貴的房子,並加重申報價
格不實的罰則,杜絕炒作房價的空間。
為平抑房價,行政院在上週四院會宣布「健全房地產市場方案」,端出強力稽查紅單炒作
等打炒房5大措施。當時主持院會的行政院長蘇貞昌宣示,房屋是居住設施,不該成為被炒
作的商品,政府要用盡一切力量,讓想擁有房子的人、要養家活口的人有個家!
行政院會明天院會將拍板攸關實價登錄2.0修法的「地政三法」,即「平均地權條例」、「
地政士法」與「不動產經紀業管理條例」等修正草案。為讓房價資訊揭露即時、透明,實價
登錄個案資訊將由現行30戶為一單位,改為逐戶登錄,門牌或地號將完整揭露,預售屋簽訂
買賣契約30日內要申報,提升實價登錄即時性。
這次修法也將加重價格不實申報罰則,現行申報登錄資訊不實者,處3萬元以上15萬元以
下罰鍰,並命其限期改正,屆期未改正者按次處罰,修正草案加重處罰,最高可罰75萬元。
為防杜個人藉由公司炒作不動產避稅,行政院院會明天也將拍板「所得基本稅額條例修正草
案」,恢復個人未上市櫃股票交易所得計入最低稅負課稅。
財政部長蘇建榮日前表示,針對個人藉由投資公司股權移轉,規避「房地合一稅」,「所
得稅基本稅額條例」未來會將非上市櫃公司股權交易列入最低稅負制課稅對象,法人的不動
產交易,其交易所得是納入營所稅20%課徵,但部分投資客係以股權出售方式,將不動產所
有權「順帶移轉」,完全規避房地合一課稅,以及證券交易所得稅,現行的所得基本稅額也
課不到稅。
政院明天將拍板「所得基本稅額條例修正草案」,恢復個人未上市櫃股票交易所得計入最
低稅負課稅,但為避免影響新創籌資,給予新創5年緩衝期,5年內有獲利、移轉持股可不計
入個人基本所得額課稅,以促進新創等產業發展。
