政府打炒房祭出連環計,知情官員透露,跨部會房市健全小組近期將召開會議,審視房市
變化並訂出後續時程,據悉,財政部將在會中提出房地合一稅修法版本,將現行持有「一
年」內課45%重稅,擬調整為持有「兩年」內也課45%重稅。
此外,為避免投資公司炒房,財政部版本也將境內法人交易房產納入房地合一稅。
政府關注房市變化,持續祭出打炒房措施,外界關注財政部租稅手段。對此財政部近日已
預告《房屋稅條例》修法,原本住家用房屋現值若在10萬元以下,可免徵房屋稅,修法後
新增限制,自然人免稅限三戶以內,同時排除法人適用這項免稅條款,藉此避免房東分割
避稅。
不過這項修法,外界認為對於抑制炒房效果有限,最關鍵的稅制工具應為房地合一稅;另
外在野黨也紛紛提出提高囤房稅率等修法版本,希望健全房市。
財政部長蘇建榮日前表示,房地合一稅將優先檢討,最快本會期將送進立法院審查。據了
解,財政部內部版本已經準備得差不多,將於近期在健全房市小組中提出,共同討論。
房地合一稅修法方向漸趨明朗,據了解,財政部版本最為明確的方向,是將現行持有期間
一年內課45%重稅,調整為持有兩年內課45%稅率,等於將短期持有期間從一年調整為兩年
,遏止炒房歪風。
至於持有時間更久者,為避免殃及確實有需求的換屋族,財政部則傾向微調。稅率35%適
用對象,現為持有超過一年、未逾兩年者,可能調整為超過兩年、未逾三年或四年;原稅
率20%適用對象,現行為持有超過兩年、未逾十年者,可能調整為持有超過三年或四年、
未逾十年。至於持有超過十年者,稅率則維持15%。
財政部版本另一個重點,則是特別納入境內法人交易。現行所得稅制度規定,境內法人交
易房地,是併入當年度營利事業所得額課稅,最高稅率僅20%;但財政部觀察到有個人透
過成立投資公司炒房情形,因此擬修法將境內公司交易房產納入房地合一稅,最高稅率為
45%。
對此修法版本,財政部官員強調並未定案,還是要交由健全房市小組來討論並經行政院點
頭後,才會正式拍板。
