房屋過戶的問題 - 稅務

爺爺有二個小孩,奶奶還在,二個小孩收入穩定。
目前想將二棟房子過戶給兒子一人一棟,目的是想要做遺產稅規劃。
二棟房子目前的公告市價約一棟500萬,市價一棟約1000萬
想請問板上稅務達人,現在比較建議的節稅做法是?

以下是我目前的想法1:
1. 爺爺分別將二棟房子各貸款389萬
2. 爺爺和奶奶分別將房子過戶給小孩A和B
3. 連389萬房貸分別各過戶給小孩A和B
4. 小孩A和B還房貸
5. 隔年爺爺奶奶再每年各掏111萬出來給小孩A和B還房貸,直到房貸繳完
6. 小孩A和B有能力,每年也會拿錢還房貸

想法2:
1. 爺爺和奶奶分別將房子以略高公告市價的價錢賣給小孩A和B
2. 小孩A和B分別去跟銀行貸款500萬
3. 每年爺爺奶奶再每年各掏111萬出來給小孩A和B還房貸,直到房貸繳完
4. 小孩A和B有能力,每年也會拿錢還房貸
請板上大大看看這二個作法是否都可行,比較建議那一種方式呢?
並且那邊有特別需要注意的地方嗎?
還款年限是否有建議在幾年後還完比較好呢?
順便請問一下,房貸過戶的辦理是要到什麼單位辦呢?
