實價登錄不實頻傳,巢運表示,購屋老手深知箇中手法,配合業者以低報高,自己也可買
到便宜,青年購屋經驗少,面對不實價格,難以分辨,極易淪為待宰「瘦羊」,消費權益
受損甚巨。
巢運表示,內政部去年5月提出實價登錄修法,也就是大家所稱的實價登錄2.0,其中包
括門牌揭露、預售即時登錄、主管機關查核權等,都有助於市場資訊正確、透明,但此改
革法案送院後,有如棄兒迄今從未排審,讓人遺憾。
巢運指出,大多數先進國家都極力使資訊透明化,如美國著名的房地產資訊網
「Zillow」或「Trulia」,都提供詳細地址、移轉履歷、賦稅資料,甚至連屋景照片都能
上網查詢。
又如英國土地登記法可公示的交易資訊包含建築資訊、價格、移轉履歷、契約影本等,
每月做出房價變化分析。
但在台灣,以30號為區間的區段化、去識別化方式呈現,無法了解到底是那一戶,哪一
社區;各國都在辦理土地登記或產權移轉登記時,就登錄交易資訊,每日更新,台灣則規
定30日內登記,往往查詢到的資料都與實際交易時間差近兩個月。最大問題是,多數青年
首購標的為小坪數預售新屋,但現行實價登錄制度,預售屋只需在委託代銷契約終止後30
日內申報,而契約終止時可能離預售已有數年,消費者在這段時間完全無法得知預售屋價
。
