房價溫和上漲仍睽違十年打房 楊金龍指出 - 股票

央行今(7)日突發公布不動產貸款針對性審慎措施,包括限制公司法人購屋、自然人第
三戶以上購屋、購地,以及餘屋貸款的貸款成數,相關規定將於明(8)日生效。這是央
行睽違十年再次提出不動產貸款限制,是否代表房價正在「飆升」中?
央行總裁楊金龍表示,比起十年前,現在應是「溫和」上漲,但主要是因為台商回台投資
,點燃中南部房價,以及建商炒作紅單。
楊金龍指出,「房市過熱」一詞,如果和上一波2010年房價開始上漲時的高成長率比起來
,這一波還算是「溫和」,但公司法人部分,確實有發現增加戶數較多,也因此行政院也
對此提出修法對策。
楊金龍表示,這次看到的房價雖不是高漲,但「漸漸在漲」,有四背景因素、以及兩大原
因。背景因素包括美中貿易戰、新冠肺炎疫情、全球央行採取貨幣寬鬆政策,造成資金流
竄,再加上台商回流,讓市場資金充沛。而台商回台投資,使包括南科、中科,甚至竹科
、桃園,房價都水漲船高;另外各縣市土地重劃,建商積極在都會地區、周邊地區推案,
發生部分建商炒作紅單的問題。
這次房市上漲和十年前的差異,楊金龍說,在於上次集中於雙北,但這是基本上是中南部
比較熱,不過央行仍決定不像上次一樣「從特定區域管制逐步擴大到全國管制」,而是一
次管制全國,並增加餘屋貸款限制,且未來仍有可能滾動式調整、增加。
下周就是例行性理監事會議,為何選擇今天提前採取措施?楊金龍表示,為符合社會期待
、配合政策,提前實施後下周理監事會追認「應該合適」,既然打房已勢在必行,他認為
「如果12月會推出,那何不現在呢?」
