急!!關於香港戶口轉帳的手需費 - 銀行

我外公家經營民宿為了減少香港遊客他們訂房的手需費
所以在香港設了第一銀行的香港分行減少他們的手需費
但最近發生香港的旅客由香港的HBC匯豐銀行匯款到第一銀行香港分行
兩邊都被扣手續費，他匯的時候已經被扣50HK進來我們帳號的時候又被
扣了100HK，因此雙方有些爭執，問題就出在為何會被扣那麼高的手需費??
明明台灣之間互轉才扣17台幣阿!!!
請鄉民幫幫我吧~謝謝
