建築融資大鬆綁 房市7,000億活水來了
金管會昨(14)日宣布將大幅鬆綁銀行建築融資限制,增列長照、社會住宅、學校及2012
年前的廠房興建等,可免計入建築融資上限30%限制,預估可釋出3,500億元到7,000億元
貸款額度,對不動產市場將是一大利多。
銀行業者表示,這項排除作法,將有助銀行擴大不動產放款承作能量,尤其一些政策排除
項目融資空間騰出了,銀行將有更多空間辦理一般不動產放款。這些都是有擔保品放款,
對銀行資產品質也有正面幫助。
根據金管會最新資料,目前銀行實際承作的建築融資餘額已達26%,部分銀行已達29%,規
定放寬後所有銀行都可受惠,受惠最大的是承作不動產放款業務較多的公股行庫。
金管會昨天公布金融發展行動方案,為有效引導餘裕資金投入實體產業,將檢討放寬銀行
法第72條之2適用範圍,以支援政府重大公共建設。
現行銀行法第72條之2規定,商業銀行辦理住宅建築及企業建築放款的總額,不得超過存
款總餘額及金融債券發售額之和的30%。72條之2被視為「天條」,不能輕易變動,因此,
將以增加排除適用項目方式放寬。
金管會銀行局長邱淑貞表示,正研議從立法目的、公益性,排除一些適用項目,初步包括
醫院、長照、社會住宅、學校及辦公廳舍。
另外,2012年時曾發函放寬廠房相關興建貸款可以免計入30%。這次金管會表示,2012年
以前的廠房興建,也可免計入額度內。換言之,企業的廠房興建都可免計入額度。
邱淑貞說,預估可增加3,500億元到7,000億元空間,這還未包含都更部分。
金管會主委顧立雄表示,這次主要透過行政函令方式放寬,未來除都更及危老都更可排除
適用30%規定外,將針對公共性、社會性原則來開放,新增一些排除項目,不用修法,會
儘快推動。
業者也建議放寬不動產放款一律須提1.5%呆帳準備規定,顧立雄表示,銀行局正在評估中
。
