事件描述：
小弟有個中國信託的戶頭，就在剛剛8點初的時候到台南某分行去刷簿子
悲劇就這樣發生了.....存簿進去後機器出現怪聲...半秒後完全不動..燈號顯示
暫停服務..，想當然爾，旁邊的客服電話就拿起來打了...
...................過程省略...............................
客服表示：先掛失存簿，並希望我在銀行上班時間到簿子被吃掉的分行領回原存簿...
Me：這不可能...(OS：當我不用上班嗎...)
客服：那可到中國信託任一分行辦理新存簿，需帶雙證件及原開戶印鑑+ NT$100
Me：好...
後來在騎車的過程愈想愈不對..明明是銀行機器出問題導致我權益受損，為什麼我需要
負擔辦理新存簿的費用？
有板友能解釋嗎？
