各地方政府均應在該範圍內訂定差別稅率,並採全數累進課徵,且為「全國歸戶」機制
,預計草案9月底前送行政院審查核轉立法院審議,今年底完成修法,預定113年7月1日
實施新制,114年5月正式開徵。

財政部說明,就房屋所有人(含自然人或非自然人)之住家用房屋進行全國歸戶,針對持
有多戶且未作有效使用者,調高其法定稅率上、下限稅率為2%~4.8%,各地方政府均應在
該範圍內訂定差別稅率,並採全數累進(超過一定戶數全部適用較高稅率)課徵。
第二,為鼓勵自住、房屋釋出至租賃市場及兼顧繼承非自願共有或空置情形,酌降全國
單一自住房屋之稅率為1%及出租且申報租賃所得達租金標準之房屋或繼承取得共有住家
用房屋法定稅率上、下限為1.5~2.4%;建商餘屋持有年限在2年以內者,法定稅率調整為
2%~3.6%。
另預計修法期程,112年9月底前,草案送行政院審查核轉立法院審議、112年12月31日前
與立法院黨團積極溝通完成修法、修正系統及完備稽徵作業,預定113年7月1日實施新制
、114年5月正式開徵。
心得/評論:
感覺留給很多的後路,多房只要轉成租賃就1.5-2.4%了。
多房物件的很難受傷,很多多房本來就有租給別人~
加上新青貸,營建業還是能維持成交量。
