台股驚驚漲! 前4月證交稅371億 創近11年同期新高
財政部今公布4月全國稅收1191億元,年增6.1%;累計前4月稅收5196億元,年增9.2%。其
中,4月台股驚驚漲,高成交量帶動稅收,前4月證交稅371億元、年增37.7%,創下近11年
同期新高。
財政部統計處副處長陳玉豐表示,4月以綜所稅年增97億元最多,其次為證交稅年增10億
元、遺產稅、菸酒稅各自年增6億元,惟營業稅年減33億元。
其中,4月台股驚驚漲,台股成交值攀高,4月台股每日平均成交值達1881億元,帶動稅收
進帳;4月證交稅97億元、年增12.5%,連7個月正成長;前4月證交稅371億元、年增37.7%
,則創近11年同期新高。
目前受疫情影響稅目,主要反映在娛樂稅、印花稅、契稅上,4月各自年減0.38億元、
0.23億元、1.81億元。其中,4月契稅件數年減2000多件,房市交易轉淡,影響稅收表現
;4月娛樂稅仍以演唱會等職業性表演受創最深,稅收年減1400萬元,另外KTV娛樂稅也年
減1000萬元。
至於4月營業稅年減33億元,主因疫情衝擊使國內消費下滑,加上適用外銷零稅率營業人
申請退稅增加所致,但由於疫情在3、4月影響最劇烈,營業稅每2個月申報一次,5月申報
後才可看出真正受疫情衝擊程度。
財政部表示,紓困措施多少會影響稅收,但目前稅收僅佔全年稅收2成,待5、6月房屋稅
、所得稅入帳後才較為明朗,現在評估全年稅收還過早。
財政部強調,經濟成長率只是影響稅收一小部分,今年資金回流帶動,加上轉單效應,以
及台商資本支出增加,搭配5G產業持續發展,目前海外資金專法申請金額也已達900億元
,後續還要綜合正負因素觀察,整體稅收衝擊預估5、6月後才逐漸浮現。
