「看了半年買不到地,台中工業區1坪價格動輒25萬元,成本太高。」這位年營業額40億
元的企業老闆抱怨說,「有仲介推薦我1坪5萬元的彰濱工業區,但太遠了,海風又大。」
他抱著最後希望去登記神岡工業區2期的抽籤,「再抽不到的話,我就要去越南了,越南
招商很積極。」
另一位想回台擴廠的光電業老闆,面對1坪28萬元的高價,幾經考量終於決定進駐桃園中
壢工業區時,卻發現該廠房的排水量不夠大,只得作罷。原來,工業區排水量額度有一定
的限制,先進駐的廠商申請了較大的排水額度,後來者就不足了。這位老闆連續在觀音、
大園等工業區看了9個月,還是沒有好的下手標的。
其實,找不到合適的工業用地,不是只有鮭魚返鄉的台商才會遇到的問題,就連股王大立
光電執行長林恩平也在為缺地頭痛不已。大立光現有廠房無法應付產能的需求,去年7月
斥資10.36億元購入4195坪的台中西屯工業區土地,換算單價24.7萬元;今年9月再以8.04
億元買下3002坪,單價26.7萬元。
大立光也為土地傷腦筋 回流台商9個月找不到合適用地
但這樣還不夠用,林恩平希望的是一塊3、4萬坪的方正土地;若成,就能大舉招募1萬兩
千名員工。「不過,這真的是夢中之地。」林恩平感慨地說。
分析造成這波工業區搶地熱況,主要來自四股力量。最明顯的,就是這幾年台商在中國面
臨人事、土地成本上漲,查環保、查稅等不確定風險,陸續回台投資,而今年中美貿易大
戰,更加快製造業台商回流腳步。負責工業局土地活化、豐禾地產開發總經理黃錠銘觀察
,近期接到的媒合案件多是急單,最好是現成工廠,讓他們一回台就能馬上生產。
第2股需求來自因應未來長期發展而購地建廠的企業。世邦魏理仕台灣董事總經理朱幸兒
表示,近日台達電斥資20.4億元,陸續購入桃園中壢工業區近8千坪土地;蘋果供應鏈台
郡科技投入16.7億元,買下高雄和發產業園區6公頃土地,都屬此類。
