查了相關規則,還是不知道加拿大的Patent Agent可否在美執業(as Patent Agent)

LIGIBILITY OF ALIENS:

Presently, the Canadian Patent Office is the only Patent Office recognized
as allowing substantially reciprocal privileges to those admitted to
practice before the USPTO.

但找了wiki中有提到可代表國外公司執業,
只是不清楚這是指美國境外公司還是加拿大境外公司?
