TD對於債券ETF退稅的回應 - 理財

今年三月的時候，TD有退了部分預扣稅款，包括TIP、BND等

以下是信件來回的內容

問:
請問關於三月份的退稅，可否解釋其原因?

TD答:
On 3/6, we made NRA adjustments to foreign accounts that had withholding
on income that has reallocated to Return of Capital or Long-Term Capital Gains.
These types of income are not subject to NRA withholding.
When a security reallocates we will reverse the foreign withholding that was
done on that portion of the income.

這與第一理財的回應相同，退稅的原因是股息的性質是免稅

其中可以看到BND的股息有部分屬於
NRA Exempt Income Div which "Attributed to Interest Income" (利息型股息)

根據Publication 519，這部分NRA是免除30% tax
