SEC規定券商要保證客戶至少能在NBBO成交
但有些方法可以取得比NBBO更好的價格，而券商不一定要提供

比如odd lot order(少於100股的order)不見得會被送進交易所
從而NBBO的BID/ASK spread間往往會有些你看不到的order
券商可以設法撮合這些order，使客戶獲得更好的成交價
也可以從中賺取價差，只給客戶NBBO的價格
券商賣資料流給高頻交易業者也早就不是新聞了

另外，要追蹤券商在NBBO上，是否有遵循SEC的規範，也是很困難的。
