etrade internaltion brokerage account - 理財

本來就有一個帳戶是給公司發股票用的(ESPP)，這個帳戶只能賣持有的股票。
要買賣股票以前是要開一個 brokerage account，填到一個Tax-ID-Number 不知道填什
麼去問了online chat help，他說

"E*TRADE is not currently accepting new international retail brokerage
account applications."

有人知道這是怎麼回事嗎？
