我覺得大家都對高鐵延伸到屏東這件事情 對高鐵太過悲觀
目前政府應該會走向OT 而不是BOT
也就是政府自己先出錢徵收土地 蓋好延伸段 以及把車站蓋完以後
然後利用OT合約讓台灣高鐵公司經營
就跟現在很多縣市的國民運動中心一樣 相關硬體建設蓋完以後
在招商找廠商 以委託營運OT方式 經營
如果用這樣來算的話 高鐵根本穩賺不賠的
之前的自償率會算成負的 原因是把相關站體成本建設成本都算在裡面

之前評估自償率差是因為延伸工程費用 跟 新購列車費用誰出還沒定論
這樣看起來就是工程費用、徵收費用、新購列車費用政府都會買單
你高鐵只要按照OT去經營維護這條延伸線的運作就好了
所以其實對高鐵公司來講沒那麼悲觀 因為要出錢的部分都政府幫你當冤大頭出掉了
反正我們的政府很有錢 幾百億小錢而已 延伸到屏東的台灣價值已經超過那幾百億小錢
