內政部最新資料顯示,今年1月出生人數僅9,601人,創統計以來首見單月新生兒不到一萬
人,一月死亡人數16,332人,比出生多了6,731人,生不如死情況也在加速惡化。
住商不動產企研室資深經理徐佳馨表示,此一數據令人訝異。今年1月出生的新生兒,約
是去年3月左右懷胎,不少人認為,當時疫情嚴重,大家都減少出門,或改為在家上班,
可能會有一波「疫情嬰兒潮」,沒想到新生兒人數反而大減。
她指出,少子化問題比想像更快,先前國發會原本預估2022年台灣人口才會負成長,但已
提早到去年發生,現在來看,人口減少速度可能還在加快。
她表示,從日本經驗來看,人口減少並非全面性的崩盤,對於房市衝擊在於未來資源將會
更為集中在都心區和成熟區域,偏鄉與近年大興土木建設卻未到位的新重劃區,可能成為
第一波少子化的最大受害者。
根據內政部最新統計,1月台灣出生9601人,比上(12)月大減45%,較去年同期也少2900
多人,減幅達23%。為民國83年統計以來,首見不到一萬人,之前生兒人數最少為去年5年
,共12,235人。
1月死亡人數則是16,332人,為統計以來新高,較上月增加1124人。和出生人數比較,死
亡人數比出生人數多出6731人。
學者張金鶚表示,出生人數急速下降,房價過高是主因之一,大家買不起、養不起,因此
不敢生。政府若不認真面對高房價問題,人口減少速度會比想像來得更快。
他說,解決高房價必須多管齊下,囤房稅是其中之一。政府不願意積極實施囤房稅,原因
令人不解,事實上囤房稅過去已有實施經驗,台北市的房價領先在2014年下半年慢慢下滑
,再擴及至新北及全國的房價緩跌,這些也已經嚴謹學術研究評估,過去實施的確是有相
當顯著成效。
徐佳馨則認為,出生率下降原因複雜,除房價外、生活環境的負面因素,托育政策搖擺,
企業對育兒員工友善度仍須提升等等,都是民眾不想生的重要原因。
