美股股票分割 - 投資

想請教各位前輩是否有相關經驗，

不久前Skechars發佈了股票分割的消息，預計以" stock dividend"的方式。

Skechers said Friday its board has approved a 3-for-1 stock split of its
Class A and Class B common stock that will be conducted in the form of a stock
dividend.

如果以上的認知沒有錯誤的話，對於國外投資人，

這樣的"stock dividend"是否有預扣稅呢？
